Dear Mr. Horan:

Enclosed is a document that I submitted on August 27, 1998 to Dr. Taub at the P Street Clinic, Community Mental Health Clinic (Area A), D.C. Mental Health Services Administration.

The document is a creative piece that in no way represents Dr. Taub's professional opinion that, in fact, I suffer from a serious mental disturbance that is consistent with my continued eligibility for Social Security Disability payments.

Concerning another issue, I asked Dr. Taub on August 27, 1998 if he would consent to my tape recording my sessions at the Clinic, and submitting copies of the tapes to you, as we discussed at our meeting at your office on Friday August 7, 1998. Dr. Taub declined to permit this.
