This letter will acknowledge receipt of your letter dated April 6, 1995. For your information the Washington Metropolitan Field Office of the Federal Bureau of Investigation (FBI) has thoroughly reviewed this letter and can find no indication of a Federal violation over which the FBI has jurisdiction. Based on this fact, the referenced letter is being returned to you.

Dear Mr. Freedman:

I am in receipt of your letter of September 8, 1998 addressed to Mr. Larry Massanari and copied to Jerome Campane.

While we sympathize with you for the problems you are allegedly experiencing, in order for the FBI to initiate an investigation of any complaint we receive, specific facts must be present to demonstrate that a violation of federal law within the FBI's investigative jurisdiction has occurred. Your letter does not provide a factual basis to justify an FBI criminal investigation. However, it does appear that this matter falls under the purview of the U.S. Social Security Administration.

It appears you have taken the appropriate steps by contacting the U.S. Social Security Administrarion. I can only suggest that you continue to rely on their services and keep them apprised of your concerns.

We appreciate the trust you have demonstrated in the FBI by providing this information to us. However, the information does not indicate a violation of federal law within the FBI's investigative jurisidiction or support the initiation of an FBI investigation. Therefore, the FBI is unable to be of assistance to you in this matter. You may wish to continue to pursue this matter civilly and discuss with legal counsel any other possible civil remedies that may be available to you.
