RE: Homicide/Violence Risk - D.C. Corp. Counsel Affirmation

Dear Mr. McGill:

The enclosed computer disk contains a document that I prepared that is of purely psychological interest; review of the document by a forensic psychiatrist may prove useful to an understanding of my reported mental instability, potential for violence, and homicide risk--concerns deemed credible by Charles F.C. Ruff, Esq., former D.C. Corporation Counsel, now, White House Counsel to President Clinton. May I suggest that you submit the document to Raymond Patterson, M.D., (tel: 202 292-3737 or 373 7494) who performed a forensic examination of Francisco Martin Duran, convicted on the charge of attempted assassination of President Clinton?

I want to advise you in advance that the document contains a reference to former U.S. Secretary of State Henry A. Kissinger; the document also contains two references to the use of firearms resulting in death. President Clinton's lawyer, Charles F.C. Ruff, Esq., filed court papers in D.C. Superior Court in May 1996 affirming that employees of my former employer, the law firm of Akin, Gump, Strauss, Hauer & Feld, had formed genuine concerns that I might have been armed and homicidal during my tenure at that firm.

Notwithstanding my clear denial that I do not pose a risk of violence, the D.C. Office of Corporation Counsel, as recently as July 1997, has filed additional court papers in the D.C. Court of Appeals affirming that, indeed, concerns that I might have been armed and homicidal during my tenure at Akin Gump were genuine.

As a courtesy to Dr. Kissinger, I will be forwarding the enclosed material to Lloyd N. Cutler, Esq., a local attorney, who, I believe, has served as Dr. Kissinger's legal counsel in the past. You may contact Mr. Cutler at his firm: Wilmer, Cutler & Pickering, tel.: (202) 663-6000. Incidentally, Mr. Cutler served as chief White House Counsel to President Clinton, prior to Mr. Ruff's assumption of that post.

Of course, I will assist you in any way in your criminal investigation, prompted by concerns, affirmed as genuine by the Government of the District of Columbia, relating to my potential for violence, including murder.
