Dear Mr. Mandigo:
This will acknowledge your letter dated October 31, 1994, which I received on January 18, 1995.
I believe that it is advisable that I continue to forward pertinent materials to the Washington Field Office in view of the determination by the Government of the District of Columbia (Department of Human Rights) that as of October 29, 1991 I suffered from a severe mental disorder that rendered me paranoid, potentially violent, an imminent threat to those in my environment and unemployable; and the determination by a senior supervisor at my former place of employment, the law firm of Akin, Gump, Strauss, Hauer & Feld, Mrs. Christine Robertson, that I may be armed and homicidal (extremely dangerous).
The said determination by the Government of the District of Columbia was made in the absence of a hearing and was based on apparent false sworn statements made by attorney managers of the law firm of Akin, Gump, Strauss, Hauer & Feld, namely, Mssrs. Laurence J. Hoffman and Dennis M. Race. The filing of false sworn states with a government agency is a felony under the laws of the District of Columbia.

Based on the information you provided, no violation within the investigative jurisdiction of the FBI could be identified. As much as we would like to assist you, the FBI has no authority to conduct an investigation in the absence of an indication that a federal law within our jurisdiction has been violated.
