Dear Director Parlave:

The U.S. Social Security Administration approved my claim for disability benefits in August 1993, determining that I became disabled and not suitable for employment because of mental illness effective October 29, 1991.  The effective date of disability was drawn from a sworn statement filed on May 22, 1992 by Dennis M. Race, Esq. (phone: (202) 887-4028), senior counsel at the Washington, DC office of the law firm of Akin Gump Strauss Hauer & Feld pursuant to an unlawful job termination complaint I had filed against Akin Gump, my former employer, with the D.C. Department of Human Rights on February 4, 1992.

There is evidence (set forth in the enclosed documents) that Mr. Race's disability determination was knowingly fraudulent and knowingly based on invalid evidence of mental illness per the American Psychiatric Association's code of ethics for psychiatrists.  See U.S. v. Moore, 931 F.2d 245 (1991) (attorneys are held to a higher level of knowledge than laymen; the court specifically admonished Akin Gump attorneys for implicitly attempting to discount their legal acumen and expertise).

Further, psychological testing performed by The George Washington University Medical Center Department of Psychiatry and Behavioral Science in May 1994 and in March 1996 failed to disclose that I suffer from any mental illness of any kind.

I currently receive out-patient psychotherapy from St. Elizabeths Hospital (Earle Baughman, MD and Mohammed Shreiba, MD) and medical management from The McClendon Center (Nurse Sara Carroll), a Core Services Agency of the District of Columbia.  St. Elizabeths and McClendon bill Medicare for my psychiatric treatment.  It may be that both providers are billing Medicare for the treatment of nonexistent mental illness, building on Akin Gump's initial fraudulent sworn representations regarding my mental status made in May 1992.

I believe that the above circumstantial evidence of criminal fraud against the U.S. Social Security Administration and the Centers for Medicare and Medicaid Services warrant investigation by the Federal Bureau of Investigation.
