In August 1994, Kenneth Starr (a partner at Kirkland & Ellis and an American University Trustee) was appointed by a three-judge panel to continue the Whitewater investigation involving President Clinton, replacing Robert B. Fiske, who had been specially appointed by the Attorney General prior to the re-enactment of the Independent Counsel law. Fiske was replaced because he had been chosen and appointed by Janet Reno, Clinton's Attorney General, creating an apparent conflict of interest. Oddly enough, it was the D.C. Corporation Counsel's Office, headed by Charles F.C. Ruff, Esq. that defended the Superior Court action of Freedman v. D.C. Department of Human Rights. Mr. Ruff later defended President Clinton in the Senate impeachment trial arising out of Kenneth Starr's Whitewater investigation. Uncanny!

RE: American University Security Threat - Weapons Possession - Intent to Inflict Grievous Bodily Harm/Possible Intent to Commit Murder - D.C. Corporation Counsel Affirmation
Dear Mr. Starr:
As an alumnus of The American University I have free access to the University's library facilities, and I do in fact use these facilities on occasion.
The enclosed documents, which concern determinations regarding my potential for violence (including homicide), are forwarded for the information of the University's Board of Trustees.
I continue to have a lot of negative feelings about my inability to find suitable employment notwithstanding a graduate law degree awarded by The American University.
Sincerely,
Gary Freedman
