Law Enforcement: Victims vs. Perpetrators
Victims will go on, and on, and on, talking their heads off. There's no way to shut them up.
Perpetrators will say as little as possible. There's no way to get them to talk.
That's a general rule for law enforcement. I suppose there are exceptions. There are always exceptions.
