Dear Mr. Horan:
This will advise of two additional persons who may have information of possible interest to federal law enforcement.
I worked with the following two persons at the law firm of Hogan & Hartson, where I was employed from September 1985 to late February 1988.
JUDY JED
Jed was employed as the secretary of the computer applications department at Hogan until about late 1986. She was secretary to Sheryl Ferguson, who managed the department. Ferguson was my supervisor. (Ferguson had previously worked as a legal assistant at the law firm of Wilmer, Cutler & Pickering in Washington). Jed was succeeded as secretary by Laura Mayo; Mayo was a long-time Hogan employee who had worked as secretary to Hogan partner Vincent Cohen.
SANDRA SMALLS
Smalls was a data entry operator who worked in the computer applications department from about the summer of 1985 until about the year 1990. Smalls was terminated for cause in about the year 1990 by then department supervisor Craig W. Dye. Smalls had worked for supervisors Ferguson, Miriam T. Chilton, and Dye.
Smalls was a scam artist. On occasion she would come to work on the weekend, log onto the computer, work a few hours, leave the office -- but leave her computer on. Late in the day or evening she would return just to turn the computer off. She proceeded to bill as overtime all the hours she had the computer logged on. That was her cover in case anybody asked whether she could prove she was actually at the firm and working.
Smalls and Mayo both reported to me that it was their belief that Dye was having sex with data base administrator Esperanza Rebollar ("Espe") in the spring of 1987 in exchange for Rebollar's efforts in securing a promotion for Dye. I have no reason to credit these reports. Even if Dye and Rebollar were having sex, Smalls and Mayo did not appear to have any concrete facts to support the belief.
I also want to provide a few additional facts about an individual I referenced in a previous letter: STEPHEN HESS, an employee of the Brookings Institution who lives in my neighborhood and is a relative of Supreme Court Justice, Ruth Bader Ginsburg (who is an opera enthusiast).
Hess recently co-authored a book with Judith Martin titled "The Etiquette of Politics." Martin is a writer and nationally-syndicated newspaper columnist who goes by the name "Miss Manners." Martin is a resident of the District of Columbia, a graduate of Wellesley College (1959), and I believe that her husband (Robert Martin) is a lawyer who practices in the District. Martin is an opera enthusiast and is on the board of directors of the "Washington Concert Opera."
