Annabelle T. Lockhart ha...U.S. Department of Labor<br /><br /><b>Annabelle T. Lockhart</b> has directed the Civil Rights Center (CRC) for nearly half of the almost 30 years she has been with the U.S. Department of Labor (USDOL). As Director, she is responsible for external civil rights compliance and an enforcement system designed to assure nondiscrimination and equal opportunity by state governments and thousands of other recipients who receive funds from the Department. She also directs the Department's internal equal employment opportunity system, an avenue of redress for those USDOL employees, and applicants for employment, who believe they have been victims of discrimination.<br />Ms. Lockhart's Labor Department career began when she joined the policy and research office of the Employment and Training Administration in an internship while a student at Howard University School of Law. She also served as Executive Assistant to the Solicitor of Labor, as Attorney–Advisor with the Division of Legislation and Legal Counsel, and as the Department's Counsel for Labor Relations, prior to joining the CRC in 1988 as its Deputy Director. More recently, she also served as Deputy Administrator for Operations in the Wages and Hour Administration, Acting Wage and Hour Administrator, and Acting Deputy Assistant Secretary for Administration for Management.<br />A recipient of numerous awards for her outstanding work and achievement, Ms. Lockhart is the winner of 2006 National Public Service Award sponsored by the American Society for Public Administration and the National Academy of Public Administration. She also has been bestowed the prestigious Presidential Rank Award of Meritorious Executive, which recognizes those who have demonstrated leadership in delivering service, fostering partnership and community solutions, and getting the job done effectively and efficiently.<br />A native of St. Croix, Virgin Islands, Ms. Lockhart received a B.A. in Economics, Summa Cum Laude, from Inter-American University in Puerto Rico and a J.D. from Howard University School of Law. She has served for over 20 years as a member of the Board of Trustees of Family and Child Services of D.C., Inc., a community service organization that serves youth and the elderly through family oriented programs.
