In addition, he serves as Appalachian State University's Deputy General Counsel, providing advice and counsel to University administrators on wide variety of issues and matters including (but not limited to) EEO and other personnel issues, academic freedom and First Amendment issues, occupational safety and health compliance, copyright and intellectual property matters, search and seizure policy, and privacy law and policies.<br /><br />Prior to joining the University's legal staff in 1997, Mr. Larry was Chair of Litigation Group in the District of Columbia office of Manatt, Phelps & Phillips, where he litigated a wide range of complex issues in court and administrative agency proceedings on behalf of corporate, banking, health care, educational, and trade association clients. His areas of concentration included labor and EEO, occupational safety and health, environmental matters (including advice on regulatory compliance and litigation), toxic torts, education law, defamation, commercial contracts, RICO, and FOIA. He also served as Administrative Partner for the firm's D.C. office and as a member of the firm's Management Committee.<br /><br />Mr. Larry is an active member of the North Carolina and the District of Columbia bars, and he maintains inactive status in the Oregon Bar. At the federal level, he is admitted to practice before: the United States Supreme Court; the United States Courts of Appeals for the Second, Third, Sixth, Tenth, and District of Columbia Circuits; and the United States District Courts for the District of Columbia and the District of Maryland.<br /><br />Mr. Larry received his J.D. degree from the University of Oregon, where he won the Herbert Galton Scholarship for best article on a labor relations topic.
